Title XVIII of the Social Security Act, commonly known as Medicare, was implemented in 1966 to provide health insurance coverage to Americans 65 years old and older. Over time the program was expanded to include anyone that is legally blind, suffers from End–Stage Renal Disease, and those that are disabled and collect Social Security Disability Benefits. Even though Medicare has been an integral part of the American culture for over 40 years, very few people understand the program and how it works, including seniors in Tennessee.

Medicare has four parts:

  • Part A (Hospitalization)
  • Part B (Medical)
  • Part C (Medicare Advantage Plans)
  • Part D (Stand-Alone Prescription Drug Plans)

Medicare Part A
Medicare Part A helps pay for inpatient hospital care and subsequent skilled nursing care as well as some home health care and hospice care.

Most people age 65 or older who are citizens or permanent residents of the United States are eligible for Medicare Part A at no charge. One of the following circumstances must be met:

  • You receive or are eligible to receive Social Security benefits; or
  • You receive or are eligible to receive railroad retirement benefits; or
  • You or your spouse, living or deceased (including divorced spouses), worked long enough in a government job where Medicare taxes were paid; or
  • You are the dependent parent of someone who worked long enough in a government job where Medicare taxes were paid.

Anyone not meeting one of the aforementioned circumstances may still be able to receive Medicare Part A coverage by paying a monthly premium.

Medicare Part B
Medical Part B helps pay for medical services and supplies provided by your physician that are not covered by Medicare Part A. Anyone that is eligible for Medicare Part A coverage at no charge is also eligible for Medicare Part B. Monthly premiums for Part B are determined by income; people with higher incomes will pay a higher monthly premium.

Medicare Part C
Medicare Advantage plans are available to any Medicare recipient that is enrolled in both Medicare Part A and Medicare Part B. By choosing a Medicare Advantage Plan for their health care, Medicare recipients will receive all of their health care services through one provider organization. Most Medicare Advantage plans include prescription coverage as well. Medicare Advantage Plans do not replace Original Medicare; they pay instead of Original Medicare. Anyone that chooses a Medicare Advantage plan can switch back to Original Medicare if certain conditions are met.

It is crucial to remember that not all Medicare Advantage plans are approved in all Tennessee counties. If a Knox County resident purchased a plan approved for Knox County and then subsequently moved to Williamson County, it may be necessary to purchase a different plan.

Medicare Part D
Medicare Prescription Drug Plans help pay for medications prescribed by your physician(s). Anyone who has Medicare Part A and Medicare Part B or a Medicare Advantage plan that does not include prescription drug coverage is eligible for a Medicare Prescription Drug Plan.

Medicare Supplement
Medicare Supplement plans, also known as Medigap plans, are designed to pay for health care costs not covered by Medicare and are available to anyone that has both Medicare Part A and Medicare Part B. Twelve different Medicare Supplement options are available; Plan A through Plan L. Medicare Supplement plans are only sold by private insurance companies, but are standardized according to Federal and State laws. Because they are standardized, plans available in Tennessee are the same as plans available in any other state regardless of the company that offers them.
